This section contains information of special concern to the Mariner.
SAFETY ZONE; SOUTH FORK WIND FARM PROJECT AREA, OUTER CONTINENTAL SHELF, LEASE OCS-A 0517, OFFSHORE RHODE ISLAND, ATLANTIC OCEAN
As cited in 33 CFR § 147.T01-0073, the Coast Guard has established 13 temporary 500-meter safety zones around the construction of wind energy facilities in the South Fork Wind Farm (SFWF) project area within federal waters on the Outer Continental Shelf (OCS), specifically, in the Bureau of Ocean Energy Management Renewable Energy Lease Area OCS-A 0517, approximately 16 nautical miles (NM) southeast of Block Island, Rhode Island, and 30 NM east of Montauk Point, New York.
This action is necessary to provide for the safety of life, property, and the environment during the construction of each facility from May 1, 2023, to December 31, 2023.
When enforced, the area within 500-meters of the center point of the positions (NAD83) provided below is a safety zone.
No vessel may enter or remain in this safety zone except for the following:
- An attending vessel as defined in 33 CFR 147.20;
- A vessel authorized by the First Coast Guard District Commander or a designated representative.
Persons or vessels seeking to enter the safety zone must request authorization from Coast Guard Sector Southeastern New England Command Center by VHF-FM radio channel 16 or phone at 508-457-3211.

CAUTION TO BE USED IN RELIANCE UPON AIDS TO NAVIGATION
The aids to navigation depicted on charts comprise a system of fixed and floating aids with varying degrees of reliability. Therefore, prudent mariners will not rely solely on any single aid to navigation, particularly a floating aid. With respect to buoys, the buoy symbol is used to indicate the approximate position of the buoy body and the sinker, which secures the buoy to the seabed. The approximate position is used because of practical limitations in positioning and maintaining buoys and their sinkers in precise geographical locations. These limitations include, but are not limited to, inherent imprecision’s in position fixing methods, prevailing atmospheric and sea conditions, the slope of and the material making up the seabed, the fact that buoys are moored to sinkers by varying lengths of chain, and the fact that buoy body and/or sinker positions are not under continuous surveillance but are normally checked only during periodic maintenance visits which often occur more than a year apart. The position of the buoy body can be expected to shift inside and outside the charting symbol due to the forces of nature. The mariner is also cautioned that buoys are liable to be carried away, shifted, capsized, sunk, etc. Lighted buoys may be extinguished, or sound signals may not function as the result of ice, running ice or other natural causes, collisions, or other accidents. For the foregoing reasons, a prudent mariner must not rely completely upon the position or operation of floating aids to navigation but will also utilize bearings from fixed objects and aids to navigation on shore. Further, a vessel attempting to pass close aboard always risks collision with a yawing buoy or with the obstruction the buoy marks.

CANCELLATION OF NOAA PAPER AND RASTER NAUTICAL CHARTS***
The National Oceanic and Atmospheric Administration (NOAA) is undertaking a multi-year program to end production and maintenance of its suite of over 1,000 traditional paper nautical charts and all associated raster char products and services, including: Print-On-Demand (POD) paper charts, Full-size chart PDF files, BookletChart PDF files, NOAA raster navigational charts (NOAA RNC), the NOAA RNC tile service, and the online RNC viewer.
Six months’ notice of the intent to cancel a specific chart is provided in a “Last Edition” notice. The final cancellation of a chart is made in a “Canceled” notice. Both types of notices will appear in the LNM Section IV, “Chart Correction.” A comprehensive list of all canceled NOAA charts is available at charts.noaa.gov/MCD/Dole.html
Traditional paper nautical chart production is ending to enable the creation and maintenance of larger scale, more up-to-date, higher quality coverage or NOAA’s electronic navigational chart (NOAA ENC) product. This will significantly enhance the amount of charted detail available to mariners. An online NOAA Custom Chart application at devgis.chartrools.noaa.gov/pod is available to create chart images from ENC data, which may then be printed. Notices to Mariners will not be issued for NOAA Custom Charts.
SAFETY NOTICE – NAVIGATIONAL RANGE AND SECTOR LIGHTS ON ELECTRONIC CHARTS
The U.S. Coast Guard has become aware that the Range and Sector Light Characteristic labels are not displayed on Electronic Navigational Charts (ENC) when used in an Electronic Chart Display and Information System (ECDIS) due to limitations of the S-52 ECDIS display specification. Mariners may query the ENC data directly within ECDIS or refer to the Light List for complete information on Range and Sector Light Characteristics.

The Lift Boat RAM XV will be jacked down at Block Island Wind Farm Tower 4 from approximately May 14 to August 01 to attend Tower Four while it undergoes maintenance. Mariners are requested to navigate with caution in the area and not pass beneath the RAM XV.RAM XV will be monitoring VHF-FM CH16 for any concerned traffic. Mariners are urged to transit at their slowest safe speed to minimize wake and proceed with caution after passing arrangements have been made. Testing of the prototype will last approximately 2-4 hours, Monday through Friday with occasional tests on weekends and occur during day light hours only. All mariners are advised to use caution when transiting through these areas and avoid these areas if possible while testing is ongoing to deconflict traffic conditions. Shoaling has been observed within the federal navigation channel to a least depth of 3 Feet MLW. Shoaling is encroaching from the west and has impacted the western part of the channel, reducing the authorized project width from approximately 150 feet to approximately 90 feet between Warwick Cove Buoy 3 (LLNR 1936) and Warwick Cove Buoy 7 (LLNR 19375).

Shoaling has been observed within the channel to a least depth of 5.5 feet MLW in approximate position 41.22.48N, 071.33.55W between Point Judith Pond Channel Buoy 2 (LLNR 19555) and Point Judith Pond Channel Buoy 4 (LLNR 19560). Shoal is encroaching from the East side of the channel and protruding west.

Naval Undersea Warfare Center will be conducting continued testing using surface and subsurface devices north and east of Gould Island in the vicinity of the torpedo test range are marked on NOAA Chart 13223 and the Newport Bridge Monday – Friday from January 2023 through December 2023. Mariners are requested to cooperate with participating vessel for safety od all. Any concerned traffic can contact Navy support craft on VHF channels 13 and 16.
RI- BLOCK ISLAND-Updated 5/1/23
The University of Rhode Island will be conducting education research in position 41-06-00.000N and 071-32-38.40W from April 6 to July 22, 2023. Seven days per week24 hours a day. Equipment on the scene will be a SOFAR Spotter Buoy with SMART Mooring Attachment, 35-meter cable, 135 pound anchor, with an amber flashing light. Mariners are advised to use caution and transit at slow speed to minimize wake when transiting the area.
RI- PROVIDENCE RIVER-SEEKONK RIVER- Bridge and Fender Demolition
The United States Army Corp of Engineers, New England District, and the J.F. Brennan Company Inc. are demolishing the remaining structure of the India Point Railroad Bridge over the Seekonk River in East Providence. Work will take place from 2/1/2023 and continue until 5/15/2023. Crane barge, materials barges, vessels & dive operations will be operating IVO the bridge for removal of the fender foundations. Mariners are urged to transit at their slowest safe speed to minimize wake and proceed with extreme caution after passing arrangement have been made. Work Hours are 7:00 AM to 3:30 PM. Project operations will monitor VHF channels 13 and 16. Questions or concerns may be directed to the Project Manager, Michael McCloy at 608 797-8725. RI-EAST PASSAGE, NARRAGANSETT BAY- SAFETY ZONE FOR MARINE EVENT-
Mariners are advised that portions the East Passage of Narragansett Bay will be closed on Saturday May 20, 2-23 from noon through 5:00 PM. The Ocean Race local event is scheduled to take place in the East Passage of Narragansett Bay. There will be two potential safety zones, Zones A and B encompass all navigable waters located within the following latitude and longitude points: Zone A: 41.497N, 071.330W:41.490N,071.361W:41.483N, 071.330W:41.490N, 071.329W. Zone B: 41.473N, 071.356W:41.467N, 071.350W:4.482N,071.335W:41.488N, 071.341W. One otf these ones will be closed for the duration of the event and will reopen immediately upon their completion. Interested mariners may contact the Coast Guard on-scene commander by VHF radio channel 16.

Mariners are advised that The Ocean Race participating sailing vessels are scheduled to depart Narragansett Bay and Newport Harbor on May 21,2023, at noon. Expect 5 sailboats, 60 ft in length. Marners are advised to proceed with caution while transiting the area and are requested to maintain 300 yards from the sailing vessels. Interested mariners may contact the person in charge by VHF channels 9,13 and 16.

RI- NARRAGANSETT BAY – WICKFORD YACHT CLUB WEDNESDAY NIGHT RACING – RACE/REGATTA
Mariners are advised that Wickford Yacht club Wednesday Night Racing is scheduled to be held in the vicinity the Jamestown Bridge and the Prudence Island in the West Passage of Narragansett Bay, RI. The event will take place every Wednesday form May 17 through September 6, 2023, from 4:00 PM to 7:30 PM each day. Expect to see up to 25 vessels, 17-50 ft in length. Mariners are advised to transit to the area with extreme caution. Mariners may contact the person in charge at 617 510-0384.
RI- RHODE ISLAND SOUND- MAINTENANCE
Mariners are advised that Block Island Windfarm will be conducting maintenance at the Block Island Windfarm tower B4 in approximate position of 41.06.53N; 071. 31.16.18W from May 14 through August 1, 2023. Vessels are requested to maintain 100 yards from the B4 tower while the lift Boat RAM XV conducts maintenance. Mariner may contact the person in charge by marine radio on channel 13.
RI NARRAGANSETT BAY- RHODE ISLAND YACHT CLUB TUESDAY NIGHT SERIES- RACE/REGATTA
Mariners are advised that the Rhode Island Yacht Club Tuesday Series is scheduled to be held in the vicinity of the Upper Providence River in Narragansett Bay, RI. The event will take place every Tuesday from May 16 through September 19 2023, from 6:00 PM to 8:30 PM each day. Expect 15 vessels, 25-50ft in length. Mariners are advised that the Jamestown Yacht Club Race Series is scheduled to be held in the vicinity of Prudence Island to Beavertail Light in Narragansett Bay, RI. This even will take place every Tuesday from May 9 through August 29, 2023, between 5:00 PM to 8:30 PM each day. Expect up to 55 vessels, 20-66ft in length. U.S. Naval Undersea Warfare Center will be conducting a four-month scientific study south of Block Island Wind Farm from March, 2023, to July, 2023. Three passive hydrophones will be deployed and attached to 150 lb. pyramid anchors and spherical, orange surface floats 24 hours a day, seven days per week, see the chart below. The United States Army Corp of Engineers, New England District, and the J.F. Brennan Company Inc. are demolishing the remaining structure of the India Point Railroad Bridge over the Seekonk River in East Providence. Work will take place from 2/1/2023 and continue until 5/15/2023. Crane barge, materials barges, vessels & dive operations will be operating IVO the bridge for removal of the fender foundations. Mariners are urged to transit at their slowest safe speed to minimize wake and proceed with extreme caution after passing arrangement have been made. Work Hours are 7:00 AM to 3:30 PM. Mariners are urged to proceed with caution when transiting the area. Project operations will monitor VHF channels 13 and 16 to make passing arrangements. RI- MOUNT HOPE BAY-ROGER WILLIAMS FIREWORKS DISPLAY- FIREWORKS
Mariners are advised that the Roger Williams Fireworks Display is scheduled to be held from a barge in Mount Hope Bay, RI. The event will take place on May 10,2023, from 8:00 PM to 9:00 PM. Mariners are advised to transit to the area with extreme caution and to maintain a minimum distance of two hundred fifty (250) yards from the fireworks launching platform. REPORTED UNEXPLODED ORDANCE (UXO)
The Coast Guard advertises this information through local, Sector Broadcast Notice to Mariners (BNMs) and through the weekly, First Coast Guard District LNM. BNMs are additionally available directly to mariners by email sign-up at the CG Navigation Center Web Site (Subscribe to Our RSS Feeds | Navigation Center (uscg.gov). Once identified NOAA will then chart the UXO location so they are available on electronic navigation chart updates. ATLANTIC OCEAN- 22 MILES SOUTHEST OF BLOCK ISLAND – UNEXPLODED ORDINANCE
An unexploded ordinance has been located via survey in 22 miles southeast of Block Island, position 41.58.32.182N and 071.11.13.534W, in approximately depth of 54 meters (see chartlet). Mariners are urged to avoid the ordinance and transit the area with caution.
